Payroll Accountant II, Human Resources and Payroll
Grade 16, Non-Unit Classified position

GENERAL STATEMENT OF DUTIES:
This position will have primary responsibility for processing payroll for the college; through the state?s Human Resource Compensation Management System (HR/CMS). Verify data entered through employee self-service time and attendance system for compliance with audit procedures and union contract requirements. Responsible for maintaining payroll records and preparing reports as needed as well as responding to employee inquires regarding payroll issues.

DUTIES AND RESPONSIBILITIES:
1. Reviews weekly self-service time and attendance reports to insure conformity with established reporting requirements and confers with employees and department managers to resolve discrepancies.
2. Enters time and attendance, expenses and deductions into HR/CMS
3. Works with Fiscal Affairs to resolve salary distribution issues
4. Processes new hires in the HRCMS system, Banner and Labor Cost Management systems
5. Performs internal audits of department time and attendance procedures to ensure compliance with payroll polices and procedures
6. Reconciles financial documents, records, transactions to ensure compliance with established standards
7. Responsible for processing biweekly adjunct faculty payroll
8. Maintains confidential salary, payroll and personnel records
9. Calculates adjustment to pay related to contractual retroactive pay increases
10. Writes and run queries of the HRCMS data warehouse for reporting purposes
11. Researches service buyback and calculates retirement payouts
12. Serve as back-up in the absence of the Payroll Supervisor
13. Trains employees and supervisors in attendance reporting and payroll procedures
14. Performs digital scanning of payroll and HR data
15. Processes stop payments and reissues checks to the state treasurer's office.
16. Completes employment verifications and processes unemployment claims
17. Attends monthly Commonwealth Payroll User Group Meetings
18. Assists the HR/Payroll staff members with routine and special projects.
19. Performs other related duties

The Human Resource Division Classification Specification for this position is available in the Human Resource Department

Requirements:

1. Minimum of three years of payroll experience and an Associates Degree in business/accounting or an equivalent combination of education and experience
2. Proficiency with Microsoft Word, Excel and Access is required
3. Understanding of wage and hour laws as well as state and federal payroll taxes
4. Prior customer service experience required.
5. Experience with Peoplesoft (HR/CMS State payroll system) or similar HR/Payroll system preferred
6. Knowledge of Banner, LCM (Labor Cost management System) preferred.
7. Strong organizational and interpersonal skills required.
8. Detail oriented with excellent editing/proofreading skills.
9. Ability to maintain high level of confidentiality
10. Successful experience interacting with culturally diverse populations.
11. Demonstrated ability to work as a productive team member in a multi-tasked, time-sensitive environment.


Additional Information:

SALARY: $730.63 per week, ($37,992.76 per year with benefits)

STARTING DATE: ASAP
