INDIANAPOLIS (AP) ? Oriol Servia has been released and cleared to drive after crashing in Saturday's Indianapolis 500 qualifying.

On his warm-up lap, the Spanish driver spun coming out of the fourth turn, hitting the inside wall and slamming into the attenuator at the entrance to pit road. It was the second crash of the week.

Earlier, rookie Bryan Clauson's car bobbled as drove through the first turn on the fourth and final lap of his qualifying attempt. He was later cleared and released to drive, and his team was scrambling to fix Clauson's car. He does not anticipate trying to qualify again until Sunday.

James Hinchcliffe holds the early pole with a four-lap average of 225.746 mph. Tony Kanaan's first qualifying attempt was disallowed after a technical inspection found a ballast violation.

Shedding Light on Fast-Start Finance | WRI Insights

How much fast-start climate finance is actually flowing, and where is it being spent?¹ This question has come up repeatedly alongside the United Nations Framework Convention on Climate Change (UNFCCC) climate talks in Bonn this week.

Today the World Resources Institute (WRI) and Overseas Development Institute (ODI) published two working papers examining the fast-start contributions of the UK and US (GBP 1.06 billion and USD 5.1 billion, respectively). These papers seek to shed light on how developed countries are defining, delivering, and reporting fast-start finance. A similar paper on Japan?s contribution is under development, led by the Tokyo-based International Group for Environmental Strategies (IGES). The studies are carried out in collaboration with the Open Climate Network (OCN).

The UK and the US have ramped up climate funding

One of the key findings is that the contributions do represent increases from previous years? climate spending. Annual UK funding for climate objectives appears to have increased more than four-fold relative to the pre-fast-start period. Likewise, the US Congress appropriated more climate funding per year during the fast-start period than before, and Overseas Private Investment Corporation (OPIC) also appears to have increased its support for clean energy. This is encouraging in light of the tight economic circumstances under which these funds were mobilized. It will be essential to sustain this support.

The contributions include on-going programs and pledges made prior to 2009

While funding has increased, however, the US and the UK are also claiming fast-start finance ?credit? for projects and programs that they were previously supporting. For instance, the US is counting its contribution to the Montreal Protocol Fund, which it has been supporting since the early 1990s, as fast-start finance. Both countries are counting contributions to the Climate Investment Funds, which they had pledged prior to the fast-start period. For the UK, in particular, support for these funds constitutes a substantial share of its overall fast-start finance contribution. These are important programs, for which sustained support is essential, but they are not new during the fast-start period.

The size of countries? claimed contributions depends on what they count

In looking at different countries? climate financing, it?s clear that there is not a common understanding of what constitutes fast-start finance, and it can be difficult to decipher the basis on which countries decide to claim credit for particular contributions. For instance, Japan counts leveraged private finance toward its fast-start contribution, while the UK and US count only public finance. The US counts development finance channeled through OPIC and export-credit channeled through Ex-Im, whereas the UK does not count analogous sources of finance toward its contribution. Likewise, while both the UK and the US contribute to the Montreal Protocol Fund, only the US counts this contribution as fast-start finance.

This is significant because the overall magnitude of each country?s claimed contribution depends heavily on which sources it includes. As a result, while the self-reported contributions of the UK, US, and Japan range from USD 1.7 billion to USD 15 billion, these figures are not directly comparable. This strengthens the case we and other commentators have made for clear and compatible definitions and systems to track climate finance in support of a meaningful assessment of delivery on climate finance pledges. In seeking these improvements, however, we must not compromise on the need for substantially scaled-up finance in order to support developing countries to take ambitious action on climate change.

Differing perspectives

Some developing countries have claimed that they are not receiving fast-start finance, while developed countries stress that substantial finance is being mobilized. While some administrative delay is expected between the time developed countries commit funding and the time developing countries receive it, our studies suggest some additional reasons for these different perspectives.

First, we found that government entities do not consistently report on the status of disbursement of fast-start finance. While we did identify good practices on disbursement reporting on the part of a few entities we researched, as a whole, it?s not clear that countries? internal monitoring systems ? particularly in some of the more decentralized agencies ? are yet tailored to support this consistently.

Similarly, accurate information on disbursement depends not only on UK and US practices, but also on comprehensive and frequent reporting by multilateral institutions that manage funding, such as the World Bank and Multilateral Development Banks, whose disbursement reporting practices have been mixed.

Finally, we found that funds flow to a wide range of implementing entities in addition to developing country governments, including consulting firms, companies, and NGOs, some of which are based in developed countries. Entities based in the recipient countries do not directly receive the entire sum that contributor countries report.

More Transparency Needed

Both the US and UK are taking significant steps to establish more open and transparent systems for monitoring international finance. The US has launched a Web site to help track climate spending. The UK discloses a list of projects financed, and publishes project ?business cases? online.

Overall, however, it?s not presently possible to say with confidence how much funding has been disbursed or where it?s going. Further action to improve transparency would advance our understanding of these issues. Specifically, consistent fast-start finance reports that provide detailed lists of projects and programs supported?including the administering agency and any channeling institutions, the recipient institution, the financial instrument, the beneficiary country, and (where feasible) information on disbursement status?are needed. Different countries are reporting this information to varying degrees. Over the course of the next year, WRI, ODI and OCN will work to expand their analyses of contributions to fast-start finance with the goal of highlighting good practices and supporting better understanding of how fast-start finance is spent.

'No more ships like this': USS Iowa finds home in LA

LOS ANGELES - The USS Iowa, which ferried the late President Franklin D. Roosevelt across the perilous Atlantic waters to a historic meeting with Winston Churchill and Josef Stalin in the dark days of World War Two, is to become a floating museum.

The battleship saw combat in the Pacific, survived a devastating explosion in a gun turret, and even a snub from the city of San Francisco. At the end of its final voyage, the storied warship will have a permanent mooring in San Pedro, Los Angeles.

The Los Angeles Harbor Commission voted unanimously on Thursday to create a permanent home for the ship at the city's port, where it will open as a floating museum.

US Navy ships collide after 'steering malfunction'

The vessel, which saw service with the U.S. Navy over six tumultuous decades, will become the only battleship museum on the West Coast when it opens on July 7.

"There's no more ships like this in existence in the active navies anywhere in the world," said Robert Kent, president of the Pacific Battleship Center.

"They've either been sunk, scrapped or turned into museums, and the Iowa is the last battleship to find a home," he added.

'Your ship is coming in'
It is expected to attract 400,000 visitors a year and could revitalize the city?s port area, jubilant local officials told the Los Angeles Daily News.

"This will help transform our waterfront in making it a world-class destination," Los Angeles City Councilman Joe Buscaino told commissioners, adding that the area will soon see interconnected network of promenades, open spaces and shops.

We're all so excited," Katherine Gray, vice president of the San Pedro Convention and Visitors Bureau, told the Daily News. "You really feel the swell of support and excitement. ... San Pedro, your ship is coming in."

The 887-foot Montana-class warship was commissioned in 1943.

That same year it took Roosevelt across the Atlantic on his way to a meeting in the Iranian capital Tehran with British Prime Minister Churchill and Soviet strongman Stalin, the first conference of the "Big Three" Allied leaders of the war.

The hulking warship, which towers 175 feet above the water line, was equipped with a special bathtub for Roosevelt - who was partially paralyzed following a bout with polio - which remains on board to this day.

Later in the war, it pounded beachheads in the Pacific with its 16-inch guns ahead of Allied landings, and took part in the Japanese surrender in Tokyo Bay in 1945. During the Korean War in the 1950s, it conducted gun strikes and bombardments.

In 1989, off the coast of Puerto Rico, an explosion within a gun turret on board the ship killed 47 sailors.

The Iowa was decommissioned in 1990 and was later kept in a naval center in Rhode Island before it was towed through the Panama Canal to Northern California.

'Don't ask, don't tell'
Historic groups in Northern California had sought to find a permanent home there for the ship, but they faced a number of setbacks. Among them was a vote in 2005 by the San Francisco Board of Supervisors to reject a resolution to move the Iowa to the city as a floating museum.

The San Francisco Chronicle reported at the time that some city supervisors had voted against the resolution out of opposition to the U.S. military's then-policy of "don't ask, don't tell," which barred gays and lesbians from openly serving in the armed forces.

Several members of the board who took part in the 2005 vote could not be reached for comment.

The Iowa, which once powered through the waves at a top speed of 33 knots or 40 miles per hour, will have to be towed to Los Angeles from Richmond, in North California, where it has been undergoing a $7 million restoration.

The funds included $3 million from the state of Iowa, where residents have taken a keen interest in the ship, Kent said.

It is set to leave Richmond on Sunday, pass under the Golden Gate Bridge and arrive off the coast of Los Angeles on May 24.

While the Iowa will be the only battleship museum on the West Coast, San Diego, also in southern California, has the USS Midway Museum to showcase that historic aircraft carrier.

The Midway attracts about a million visitors a year, and the Pacific Battleship Center, the group responsible for bringing the USS Iowa to Los Angeles, hopes to one day approach those numbers. Initially, they expect up to 500,000 visitors a year.

Russia says action on Syria, Iran may go nuclear

MOSCOW (Reuters) - Russian Prime Minister Dmitry Medvedev warned on Thursday that military action against sovereign states could lead to a regional nuclear war, starkly voicing Moscow's opposition to Western intervention ahead of a G8 summit at which Syria and Iran will be discussed.

"Hasty military operations in foreign states usually bring radicals to power," Medvedev, president for four years until Vladimir Putin's inauguration on May 7, told a conference in St. Petersburg in remarks posted on the government's website.

"At some point such actions which undermine state sovereignty may lead to a full-scale regional war, even, although I do not want to frighten anyone, with the use of nuclear weapons," Medvedev said. "Everyone should bear this in mind."

Medvedev gave no further explanation. Nuclear-armed Russia has said publicly that it is under no obligation to protect Syria if it is attacked, and analysts and diplomats say Russia would not get involved in military action if Iran were attacked.

Russia has adamantly urged Western nations not to attack Iran to neutralize its nuclear program or intervene against the Syrian government over bloodshed in which the United Nations says its forces have killed more than 9,000 people.

Medvedev will represent Russia at the Group of Eight summit in place of Putin, whose decision to stay away from the meeting in the United States was seen as muscle-flexing in the face of the West.

Putin said previously that threats will only encourage Iran to develop nuclear weapons. Analysts have said that Medvedev also meant that regional nuclear powers such as Israel, Pakistan and India could get involved into a conflict.

As president, Medvedev instructed Russia to abstain in a U.N. Security Council vote on a resolution that authorized NATO intervention in Libya, a decision Putin implicitly criticized when he likened the resolution to "medieval calls for crusades".

Medvedev rebuked Putin for the remark, and some Kremlin insiders have said the confrontation over Libya was a factor in Putin's decision to return to the presidency this year instead of letting his junior partner seek a second term.

Russia has since accused NATO of overstepping its mandate under the resolution to help rebels oust long-time leader Muammar Gaddafi, and has warned it will not let anything similar happen in Syria.

Since Putin announced plans last September to seek a third presidential term and make Medvedev prime minister, Russia has vetoed two Security Council resolutions condemning Assad's government, one of which would have called on him to cede power.

Russia's G8 liaison Arkady Dvorkovich said Russia will try to influence the final version of the G8 statement at a summit in Camp David this weekend to avoid a "one-sided" approach that would favor the Syrian opposition.

"In the G8 final statement we would like to avoid the recommendations similar to those which were forced upon during the preparations of the U.N. Security Council resolutions," Dvorkovich said. "A one-sided signal is not acceptable for us."

Russia successfully managed to water down the part of the statement on Syria at a G8 summit in France in May 2011, removing the calls for action against the regime of Syrian President Bashar al-Assad.

"We believe that the United Nations is the main venue to discussing such issues," Dvorkovich said.

LAST APPEARANCE

The G8 summit is likely to be the last appearance among all the leaders of industrialized nations for Medvedev, who embraced U.S. President Barack Obama's "reset", improving strained ties between the nations.

Dvorkovich said Putin's absence from the summit, the first time a Russian president has skipped one, would not affect the outcome: "All the leaders, I saw their reaction, are ready to comprehensively work with the chairman of the government (Medvedev)."

Dvorkovich said that at a bilateral meeting with U.S. President Barack Obama, Medvedev will raise opposition to attempts by some U.S. lawmakers to introduce legislation which will address human rights violations in Russia.

Such legislation could take a form of the so-called Sergei Magnitsky bill, named after the Russian lawyer who died in prison in 2009. The Kremlin human rights council says he was probably beaten to death.

The bill would require the United States to deny visas and freeze the assets of Russians or others with links to his detention and death as well as those who commit other human rights violations.

"New legislation which will address new political issues as imagined by some U.S. congressmen or senators is unacceptable," Dvorkovich said, promising a retaliation.

Debt Ceiling Standoff Looms ... Again

House Speaker John Boehner on Tuesday teed up another debt-ceiling brawl, announcing that Republicans will insist on the same kinds of demands that Democrats claim brought the country close to its first-ever default last summer.?

The speaker, in an address in Washington Tuesday afternoon, said that when it comes time to vote on a debt-ceiling increase, he'll once again call for "cuts and reforms" greater than the amount of that increase.?

"It's the right thing to do," Boehner said. "This is the only avenue I see right now to force the elected leadership of this country to solve our structural fiscal imbalance."?

That fight could happen by early 2013, potentially during a frantic post-election lame-duck session of Congress.?

Treasury Secretary Tim Geithner, preempting Boehner's remarks, made an appeal Tuesday morning to avert that battle and simply raise the debt ceiling without the chaos.?

"Only Congress, of course, can act to raise the debt limit -- and we hope they do it this time without the drama and the pain and the damage they caused the country last July," Geithner said, speaking at the Peter G. Peterson Foundation's 2012 Fiscal Summit before Boehner took the podium.?

House Democratic Whip Steny Hoyer, on Capitol Hill, also said the debt ceiling "shouldn't be a political issue," claiming Boehner knows that.?

The looming debt-ceiling debate will coincide with a slew of other debates over unresolved tax and spending issues -- including the potential expiration of the Bush tax cuts.?

Last summer, Republicans insisted on spending cuts greater than the amount of the debt-ceiling increase. After weeks of tense negotiations on Capitol Hill, and market turmoil, Congress struck a deal -- though that deal has had mixed results. The "super committee" charged with finding more than $1 trillion in budget savings as a product of that deal failed to reach an agreement, triggering massive automatic cuts to defense and other areas of domestic spending which Congress is now trying to fiddle with.?

A Boehner aide told Fox Business Network that the speaker's office still needs to discuss with members what the next debt-limit increase might look like -- in terms of how long it would last and what kind of cuts would be demanded in exchange.?

Boehner, in his remarks, said he wants "real" cuts and not "gimmicks."?

"We shouldn't dread the debt limit. We should welcome it. It's an action-forcing event in a town that has become infamous for inaction," Boehner said in his prepared remarks. "When the time comes, I will again insist on my simple principle of cuts and reforms greater than the debt limit increase." ??

The national debt is now at $15.7 trillion.

Free hockey classes offered at St. Peters Rec-Plex | Newsmagazine ...

Children between the ages of 4 and 8 can try out a new sport this summer ? for free.

Missouri Hockey Inc. is bringing its ?Learn to Play Ice Hockey? program to the Rec-Plex with a series of instructional classes beginning on June 4. These classes are free to the first 70 children who have never played ice hockey and who are not presently enrolled in any ice hockey program.

?The Learn to Play Hockey program offers free hockey lessons to give area kids a chance to play the sport without a big investment up front,? said St. Peters Director of Recreation Rick Oloteo. ?This is a great opportunity for families who might not otherwise consider hockey. We would love to fill up all 70 free spots for the program.?

Learn to Play Ice Hockey classes are planned for June 4, June 6, June 8, June 11 and June 13 from 6 p.m. to 7:30 p.m. at the Rec-Plex South ice arena. Coaches from the local St. Peters Spirit youth hockey club?will teach the classes.

Cancer drug experts brace for ASCO abstract dump tonight ...

Tonight's the big night for cancer drug watchers. ASCO is releasing a mountain of data on cancer studies, and some of the biggest names in the business will be angling for star billing on some closely watched therapies.

Peter Loftus at Dow Jones lists Pfizer ($PFE), GlaxoSmithKline ($GSK) and Johnson & Johnson ($JNJ) among the big names that will be featured tonight. But Bristol-Myers Squibb ($BMY) and Roche (T-DM1) plan to hold back on the headlines until the confab in Chicago gets under way.

For GSK, dabrafenib and trametinib are slated for top billing. Together, the two therapies could earn more than $700 million a year, Cowen reports. Pfizer, meanwhile, will be looking to make a case to expand the approval for Xalkori while J&J will make a case for Zytiga.

As Loftus notes in his report, one of the big themes this year will be the continued focus on personalized medicine, as investigators look for better results from cancer therapies targeted to specific patient populations.

Eterniti Artemis SUV Finds Customers in China

London-based Eterniti Motors has found five eager buyers willing to pony up for the Artemis SUV, the firm?s ultra-luxurious take on the Porsche Cayenne that debuted during last month?s Beijing Auto Show. The price for the standard model is approximately $338,000 ? though Eterniti confirms one customer opted for an entirely customized (and much more expensive!) variant.

With the standard model, you get a 4-passenger sport-utility with hand-built carbon composite body panels, 23-in. alloy wheels, and cabin trimmed in a vast range of leathers, wood, carbon fiber and piano black trim. Eterniti has tuned the turbocharged 4.8-liter V-8 engine to produce more than 600 bhp and 553 lb.-ft. of torque. The Artemis can accelerate from 0-60 mph in 4.5 seconds and, apparently, reach a top speed of 180 mph.

Probably the best seat in the house is out back, thanks to twin reclining rear seats that include heating and cooling functions, an electronically-controlled iPad holder, and drink cooler. ?The Artemis was accepted as the most luxurious SUV yet available, and Asian customers were delighted with the twin rear pilot seats and legroom, which means that they can both be chauffeured and drive the car for fun,? said Eterniti Motors global sales director Marcus Kenny.

Some might argue the cabin is made all the better since it doesn?t offer a view of the truck?s ostentatious exterior. This is definitely a vehicle aimed at a very specific clientele. Appealing to the masses won?t be much of an issue, however, as Eterniti plans on selling only 30-40 Artemis SUVs this year. Deliveries are promised by this autumn.

? I?m embarrassed to say i?ve only been to Drink Better Wine?three times, which is bizaare given we live just around the corner! So last week when a friend who use to bartend?for the venue suggest we go there, we put our hands up and said hell yes! Drink Better Wine is a bottle shop and a restaurant; meaning you won?t find a triple mark up on wine here, no siry you can buy wine at bottle shop prices and then drink it in their restaurant! Awesome concept right?! Now do you understand why it?s embarrassing that I?ve hardly been there?this must change!

Now onto the most important part, the food! Head Chef Josh Cook returned from a two and a half year stint working on luxury yachts in the South France to work at Drink Better Wine. I didn?t phone ahead and tell the restaurant I was vegan, I just rocked up and hoped for the best and you know what?The food was?all types of?good!

Love and Theft?s Stephen Barker Liles and Eric Gunderson have experienced their share of whiskey in the bars they?ve played, but they didn?t know that the process of getting whiskey into the bottles served at those bars is a fine art. On tomorrow?s episode of GAC?s Day Jobs, the duo learns the craft of making whiskey from Jamey Grosser, owner of Popcorn Sutton?s White Whiskey Distillery.

The pair were unsure of what they were getting into when they arrived at the distillery. Under Jamey?s guidance, they tried their hand at distilling Popcorn Sutton?s legendary recipe. The trick was doing so without breaking the machinery or sampling their work.

Android Emulator: Scale size without using Eclipse

As you might have read following my previous post I'm currently experimenting with mobile web solutions. In such a case, having an Android emulator is quite comfortable for quickly testing your solution.

Personally though, I hate the default emulator skin, mainly also because it takes up quite a large portion of your screen. Hence, I normally use a custom emulator skin. But there is the problem of the scaling the size properly as the default settings will most probably go out of your screen.

A couple of years ago I wrote a blog post on how to tune your Android emulator with a custom skin. In that post, I also described on how to scale it properly, by adding the -scale option to the command line arguments from within the Eclipse Run Configuration dialog.

However, if you're only interested in the emulator itself, you may start it by launching the AVD manager directly. In that case, the scale parameter can be directly set when launching your AVD:

Mitt Romney Debt Speech: 'Inferno' Oversimplified

WASHINGTON (AP) ? When Republican presidential hopeful Mitt Romney decried the "prairie fire" of U.S. debt Tuesday, he ignored some of the sparks that set it ablaze.

One was the Great Recession that took hold before Barack Obama became president. That landmark event went unmentioned in Romney's speech. Another was a series of Bush-era tax cuts that Romney wants to follow with even lower rates.

Instead he laid the blame on Obama, a president who has certainly increased the nation's eye-popping debt ? but not, as Romney claimed, by nearly as much as all other presidents combined.

A look at some of Romney's assertions and how they compare with the facts:

ROMNEY: "America counted on President Obama to rescue the economy, tame the deficit and help create jobs. Instead, he bailed out the public sector, gave billions of your dollars to the companies of his friends, and added almost as much debt as all the prior presidents combined."

THE FACTS. Hardly. Presidents from George Washington through George W. Bush ran the national debt up to $10.62 trillion, the amount it was on the day Obama took office. Today, it is $15.67 trillion, according to the Treasury Department's Bureau of Public Debt. So it has gone up by $5.05 trillion under Obama. That's roughly half of the amount amassed by all the other presidents combined.

In short, the debt has gone up by about half under Obama. Under Ronald Reagan, it tripled.

ROMNEY: "I will lead us out of this debt and spending inferno. We will stop borrowing unfathomable sums of money we can't even imagine, from foreign countries we'll never even visit. I will bring us together to put out the fire."

THE FACTS: Romney's tax and spending plans don't support his vow to dampen the debt fire. He proposes to cut taxes and expand the armed forces, putting yet more stress on the budget, and his promise to slash domestic spending isn't backed by the big specifics. Romney's tax plan would cut the top income tax rate to 28 percent from 35 percent and other rates by 20 percent each. He says he'd broaden the tax base and eliminate many deductions in the process, but details are missing.

A study by the nonpartisan Committee for a Responsible Federal Budget concluded earlier this year that Romney's plans would not make a dent in deficits, and could worsen them considerably. That study was done before Romney upped his tax cuts, inviting even deeper debt.

That's not to say he can't at some point lay out the spending cuts necessary to achieve his aims. But he would have to slash domestic programs by more than 20 percent ? far more than the 5 percent in immediate cuts he has proposed. It is nearly unthinkable that Congress would approve the evisceration of basic federal functions such as food inspection, air traffic control, the Border Patrol, FBI, grants to local governments, health research, housing and heating aid for the poor, food aid for pregnant women, national parks and much more.

Nowhere in Tuesday's speech was there a new idea of how Romney would accomplish the promised deficit reduction. He spoke generally of reforming Social Security and Medicare, eliminating duplicative government programs, and transferring some functions to the states or the private sector, adding that he would "streamline everything that's left."

The closest he has come to laying out a specific spending plan has been in his endorsement of the budget blueprint passed this year by House Republicans, which also fails to produce his promised deficit reductions.

ROMNEY: "The people of Iowa and America have watched President Obama for nearly four years, much of that time with Congress controlled by his own party. And rather than put out the spending fire, he has fed the fire. He has spent more and borrowed more. ... When you add up his policies, this president has increased the national debt by $5 trillion."

THE FACTS: Much of the increase in the debt is due to lower tax revenues from depressed corporate and individual incomes and high joblessness in the worst recession since the Great Depression. The recession officially began in December 2007, when George W. Bush was president and the national debt stood at just over $9 trillion. Financial bailouts, stimulus programs and auto rescue spending begun under Bush and continued under Obama contributed to the run-up of the debt.

But so did the Bush-era tax cuts enacted in 2001 and 2003. With bipartisan support, Congress has extended the tax cuts until the end of this year, and Romney's proposals for big cuts of his own would risk another squeeze on revenue.
